76th session of the
WHO Regional Committee for Europe

Health ministers and high-level delegates from the 53 Member States of the WHO European Region, as well as representatives of partner organizations and civil society, will meet in Copenhagen, Denmark, on 27–29 October 2026 for the 76th session of the WHO Regional Committee for Europe (RC76).

The 3-day event will begin with a political focus on day 1, featuring a high-level welcome segment and reports on the state of health globally and across the European Region, including progress in implementing the second European Programme of Work, 2026–2030. The first day will include a presentation of the report of the Thirty-third Standing Committee of the Regional Committee for Europe (SCRC), delivered by the chairperson of the SCRC. A high-level technical briefing on primary health care will also be held.

Day 2 will cover governance issues, including Member State elections and nominations to WHO bodies and committees. Member States will also consider expressions of interest to host proposed geographically dispersed offices on quality of care and patient safety, artificial intelligence, and health and the well-being economy. Also on the agenda will be the final implementation report of the programme budget for the previous biennium, the implementation and outlook of the current programme budget for 2026–2027, developing the proposed programme budget for 2028–2029, and the WHO/Europe accountability report.

Day 3 will focus on discussing technical topics, with a draft strategy and roadmap for action to be considered for adoption:

• Ageing is living: a strategy for promoting a lifetime of health and well-being in the WHO European Region 2026–2030; and
• Roadmap for action on artificial intelligence in health in the WHO European Region 2026–2033.

The Regional Committee will also be consulted on the development of a strategy to tackle noncommunicable diseases and advance well-being through health promotion, to be presented for adoption at next year’s Regional Committee session. Additionally, given the global focus on mental health and well-being, and subject to Member State approval, WHO/Europe is proposing to undertake a complementary regional strategy on mental health and well-being covering the same period, of 2027–2037.

RC76 will be webcast in English and Russian, with updates posted on WHO/Europe’s social media channels using #RC76CPH.

A series of virtual side events is being held from 1 September leading up to RC76.

An information session on WHO’s work with collaborating centres and the strategic direction of this network moving forward will take place in the evening of 28 October.

Additionally, an event for non-state actors will be held on 26 October, prior to RC76.
